I have this exact frame stripped down and need a new bottome bracket. Did you replace yours? It looks like you have a crank that wouldn't fit on the original spindle.
Unfortunately I can't take the credit for the build and haven't had a need to do a full teardown yet to take a closer look at the BB. It is a Raleigh crank though, but not sure if it's original or not. Got me curious now...
